When Touga loses to Utena in a duel and sinks into depression, Nanami vows to take over the student council in her brother's place. Watching Touga sit in a darkened room for hours on end, skipping classes, and brooding by Dvorjak's "Largo" wrenched at Nanami's heart, and so she takes the student council into her own hands. Nanami's presidential duties begin in the Black Rose Saga, and although Juri and Miki are none too impressed with the replacement, both wouldn't object to it out loud. There is a sort of tension between the student council; all had been beaten by Utena, and the seemingly invincible president was beaten, not only in battle, but in spirit as well. Juri admits that they haven't received letters from the End of the World. The duellists are shaken, and wonder if the Ends of the World has abandoned them.
Nanami is confused by the underlying reasons of the student council as she only has passing knowledge of the End of the World. Still, she tries her best to keep the student council going, in the midst of Mikage and the Black Rose duellists. One by one, as each student council member has their sword taken, Nanami tries to hold together the student council. Nanami's love for her brother is what motivates her, and she genuinely wanted to be a good proxy in her brother's place. In fact, even when Touga snaps out of his depression, he doesn't go back to the student council; when Touga is out being Akio's errand boy, Nanami is left to watch as the student council comes nearer and nearer to the revolution.
Like Touga, she also had a speech that she made, while going up the elevator for student council meetings. But hers is different; definitely lighter than Touga's usual speech, perhaps a reflection of what she really was -- just a replacement. Nanami's version has lighter music -- almost airy and superficial, in a way, as opposed to the ominous organ music that plays for Touga. And although she makes a speech similar to her older brother, Nanami's is notably less urgent and dark than Touga's. Take a look at Nanami's speech:
